Miami Police Take New Tack Against Terror

Miami police announced Monday they will stage random shows of force at hotels, banks and other public places to keep terrorists guessing and remind people to be vigilant.
Deputy Police Chief Frank Fernandez said officers might, for example, surround a bank building, check the IDs of everyone going in and out and hand out leaflets about terror threats. ( Remind me not to go to Miami any time soon, 'k? )
Ok. I can understand that the presence of a large number of uniformed officers is an effective deterrent to crime. Terror, not so much- I can't see that it would deter, say, a suicide bomber a whole lot, unless they were acting strangely enough to be noticed beforehand.
